Members of the Brown Community:
As part of the University’s commitment to protecting the safety and security of the Brown community, and in accordance with the Jeanne Clery Campus Safety Act, I write to share that the University’s 2026 Annual Security and Fire Safety Report is now available. This letter also includes an update on the Department of Education review of Brown’s Clery Act compliance.
The Annual Security Report contains campus safety and security-related policy statements, describes resources available to the Brown community, and includes Clery Act crime statistics for 2023, 2024 and 2025 that were reported to have occurred on campus, in off-campus buildings or property owned or controlled by the University, and on public property within or immediately adjacent to campus. The Annual Fire Safety Report includes fire safety policies and fire statistics for on-campus student housing facilities.
Each year, these reports offer an opportunity for us to assess the ways in which we work together across campus to maintain safety and security at the center of everything we do. In a year in which we continue to implement new safety and security measures as outlined in Brown’s new Safety and Security Action Plan, including expanded safety and security training for our campus, we deeply appreciate partnering with all of you to sustain a campus that is a safe place to study, work, live and thrive.
To request a paper copy of Brown’s 2026 Annual Security and Fire Safety Report, please email clery@brown.edu or call the Department of Public Safety and Emergency Management at (401) 863-3103. Additionally, DPSEM’s public safety and fire safety professionals are responsible for maintaining the daily crime and fire logs of incidents, per the Clery Act — those daily logs are accessible digitally to all members of the community and available to view in person at DPSEM
Update on Department of Education Program Review
The publication of this year’s reports coincides with a planned campus visit by the U.S. Department of Education as part of a Campus Crime Program Review opened in December 2025 to evaluate the University’s compliance with the Clery Act. The Clery Act requirements play an important role in informing effective campus safety practices for Brown and other schools across the country. A program review may be opened for a number of reasons, and it is not uncommon for the government to conduct such a review following a major safety incident on a college campus, such as a mass shooting. Additional information about the program review is available in the University’s FAQ on the External Reviews of Safety and Security at Brown.
In the months since the program review was initiated, Brown has produced documents responsive to the Department of Education’s data requests. The site visit, which will occur from Oct. 5 to 9, 2026, is a standard part of the review process. The visit will include meetings with University administrators and interviews with Brown community members who may have information pertinent to the review, a driving tour of campus and the surrounding community, and potential visits to campus facilities. Brown is cooperating fully with the government's review and will continue to do so.
Appointment of Interim Clery Director
In keeping with the University’s commitment to an effective Clery Act compliance program, earlier this year Brown initiated a nationwide search for a director of Clery compliance, who will be part of the University Compliance office and will work closely with DPSEM. This new position is part of Brown’s University-wide compliance program. I am pleased to share that we have made significant progress in this search and expect to welcome our new Clery director later this semester — I look forward to introducing them to the Brown community at that point. Until then, Jennifer Scott, an experienced Clery Act professional with the Healy+ Group, will be serving as Brown’s interim Clery director to establish this new structure and role. Jenn has been assisting Brown as an external Clery Act consultant since January.
I look forward to continuing to serve the Brown community, and I thank you for your continued partnership and engagement.
Sincerely,
Col. Hugh T. Clements Jr.
Vice President for Public Safety and Emergency Management and Chief of Police
